The motions below are part of the unofficial minutes of the meeting. Minutes from a given meeting are not official until they are approved at the next quarterly Council meeting. Questions or comments on the motions should be addressed to your District Vice President.
IT WAS MOVED, and approved by acclamation, to accept the minutes of the February 9, 2002 Executive Council meeting.
Telephone votes of April 3, 2002: It was moved by D. Mathewson (II), seconded by D. Holland (EYP), to allow C. Maroney to proceed with the structured settlement as suggested in his outline. Motion passed: 7 yes; 2 abstained (IV, X).
It was moved by C. Foreman (IV), seconded by B. Oberdieck (VII), to increase the membership dues by $7 for the year 2003. Following discussion of the motion, it was moved by J. McNeill (V), seconded by R. Hanson (X), to table this until the next meeting.
Motion to table passed unanimously.
Motion I: Moved by J. McNeill (V), seconded by B. Nelson (XI), to interpret the term "flight line" in paragraph 6 under Radio Control in the AMA Safety Code to mean "combat engagement line."
Motion passed unanimously.
Motion II: Moved by R. Hanson (X), seconded by B. Brown (III), to rescind Motion VII of the February 9, 2002 Executive Council meeting. (Motion VIII: That starting January 2003, AMA rule book events are sanctioned, non-rule book events are registered).
Motion to rescind passed. 11 yes; 2 no (V, VII).
Motion III: Moved by D. Mathewson (II), seconded by D. Holland (EYP), to allocate $10,000 for an alternative insurance study.
Motion passed. 12 yes; 1 abstain (VIII).
Motion IV: Moved by C. Bauer (VI), seconded by J. McNeill (V), to accept the document AMA Experimental Radio Control Aircraft Program Requirements and Inspector Information. Within the document the term "flight line" will be replaced with "pilot line."
Motion passed unanimously.
Motion V: Moved by D. Mathewson (II), seconded by R. Miller (IX), to rescind Council action, approved by acclamation at the July 9, 2001 meeting, "That individuals who donate their time (four eight-hour days or equivalent in hours) at a single major event as designated by Council, will receive an earned membership. Effective immediately."
Motion passed. 10 yes; 3 no (V, VIII, X).
Motion: Moved by S. Frank, be it resolved that for the purposes of signature affixing that any AMA vice president who has on file his official signature with the AMA in Muncie IN may at their request (via Fax, E-mail, or telephone) designate that his official signature be placed as needed upon AMA correspondences. That further only in those instances which are required by the legal system that a physical signature be affixed and that an instructed facsimile be accepted by this organization.
Motion died due to lack of a second.

EACH MONTH I receive several dozen newsletters from various clubs in our district. Reading them, the common denominator of many in the last six months has been articles describing the proliferation of Indoor Radio Control (RC) flying activities.
Nearly half of the newsletters I've read have mentioned some type of indoor flying event held by the club. As the quality and reliability of Indoor RC models progresses, it's becoming apparent that this is an activity many of our clubs are turning to help get through the long winter months.
Associate Vice President (AVP) Ray Juschkus sent the following report on an Indoor event he attended on Long Island.
"I attended an Indoor RC flying evening with the LIARS (Long Island Aero Radio Society) club in Holbrook and it was a blast. At least 20 modelers were in attendance and they were flying all sorts of models.
"They only have use of the school gym for two hours but many flights were flown in those two short hours. One of the models flown was the Demosielle Almost Ready-to-Fly by Aero Craft and if you want to see a slow flyer, this is one of the slowest I have ever seen.
"My thanks also to Jim for letting me take one of his Indoor models around the gym a few times.
"Jim Florini with his Tom Hunt-designed Miss Stick. Jim says this is the nicest flying machine in his fleet.
"Ray Juschkus also visited the Levittown Hall Swap Shop in January and sent the following:
"Sunday morning, January 27, was an unusual day on Long Island. The temperature almost hit 60 degrees. The weather must have driven modelers from near and far to attend this event. They came in buses, vans, and cars, and the place was packed.
"Everyone was looking to make a deal with new and used items, and the stage was loaded with RC models looking for new homes. The bargaining was fierce and many deals were made. You could see all the happy faces as folks carried their models to the cars.
"This event has been going on for many years and people from all over look forward to attending every year. The members of the Nassau Flyers work very hard to make this event a success and it always is.
"The man responsible for putting it all together is my old friend Archie Defendi, Contest Director, and two officers of the club, Frank Parrinello, president, and James Romano, treasurer (below).
"Bob Bender, master builder of rubber band models, was there to demonstrate how his models fly and they were overhead all day. He even had a rubber band powered model with a meander in flight that flew beautifully.
"I could watch him all day. He must have the largest collection of rubber band models in the country."
The Central New York Indoor Flying Society (CNYIFS) is one of the pioneer Indoor Radio Control clubs in District II. The club has been active for several years and was flying Indoor RC long before any of the commercial radios and kits available today were on the market.
The CNYIFS counts among its members well-known modelers such as Clarence Hurd and Gary Good, the son of the late Bill Good and a nephew of Walt Good, both true RC modeling pioneers. The group meets several times a week at a local church gym to fly.
On the Saturday evening that I visited the gym, club secretary Jim Florini told me about the generous arrangements the church has made with the club to use the site. The cost to fly at the facility? A donation of a canned good to the church's food pantry for each pilot who is flying. Kind of tough to beat that kind of "use fee."

District III Report
AS OF THIS writing, the following District III clubs have become AMA Leader Clubs: Tuscarora R/C Club, Valley Forge Signal Seekers, Valley RC Model Club, Johnstown RC Club, Valley City RC Club, Westlake RC Club, South Park Area Radio Kontrol Society, Westerville Model Aeronautics Association, Black Sheep Squadron, Western Ohio Radio Kontrol Society, and the State College RC Club.
If you are a member of a club not on this list, perhaps it is time to begin the effort. All clubs benefit from this program.
Postage costs are rising. If this is a problem for your club, why not consider sending the club newsletter by E-mail? Several clubs are already successful with this venture and AMA Headquarters is using it more and more.
Would you believe it has resulted in a cost savings? The only problem is maintaining a current list of addresses. If yours has changed, please notify AMA Headquarters and your club secretary.
Associate Vice President (AVP) Frank Noll is at it again! It is no secret that Frank and his cohorts in the Dayton area are famous for producing great model meets. On June 21, 22, and 23, the group is producing the Extreme Flight Championship at the WACO Historical Society Airfield in Troy, Ohio.
The invitational competition includes airplane and helicopter pilots from all over the world. They also have a full-scale aerobatics show by Matt Chapman at lunchtime! If you are interested, check out Frank's Web site, http://www.franknolljr.com, for more information.
AVP Dan Luchaco has informed me that the Valley RC Club of Sayre, Pennsylvania will host the 2002 Nats for the National Competition Fun Fly Association (NCFFA). The event will be flown at Round Top Park, Athens, Pennsylvania, on August 3 and 4.

The Neshaminy Manor Nursing Home of Doylestown, Pennsylvania played host to a display of Radio Control airplanes and Indoor flying.
The Warminster-Glenside RC Club headed up the static display and the Scale Old Timers Society conducted the Indoor flying. With more than 300 residents at the home, both groups faced enthusiastic and delighted spectators.

District IV Report
Because of recent health issues—both his own and in his family—Chuck Foreman has decided to resign as District IV Vice President (VP). As all who know him are aware, Chuck does not believe in doing a job unless he can do it 100%, and he feels that current circumstances prevent that total commitment.
Chuck has been a dedicated AMA member and official for many years. His active involvement with AMA dates back roughly 40 years, when he was selected as a Contest Director (CD) and began running Radio Control (RC) Pattern contests.
In the late 1960s Chuck was appointed an Associate Vice President (AVP) by then VP John Spaulding, and attended his first Executive Council (EC) meeting as a stand-in for John at the National Aeromodeling Championships (Nats) at Wright-Patterson Air Force Base.
In the early 1970s, Chuck began working at the Nats, helping Ron Morgan with communications. After a couple of years, Ron turned the job over to Chuck entirely and added him to the Nationals Executive Committee, a position he held for 14 years.
In 1979, Chuck was one of the many CDs who helped run the Trans Am cross-country race for Jerry Lewis and the Easter Seals fund-raising efforts. It was here that Chuck and I met for the first time, and he called me “a smooth-talking North Carolinian.”
Soon after, Chuck was elected District IV VP, and he held the office for six or seven years until his commitment to his rapidly growing business forced him to resign. When Howard Crispinn passed away, Chuck was recruited to complete Howard’s term as VP. He was subsequently re-elected and continued serving in that position until his resignation.
The EC has accepted Chuck’s resignation and approved his recommendation that I, as the senior AVP in District IV, assume the duties of District IV VP for the remainder of the year. I have accepted the position on the condition that Chuck stays on as an AVP for North Carolina to provide a seamless transition. Effectively we will be swapping jobs. In the fall, per AMA bylaws, an election for Vice President will be conducted.
Chuck expressed his appreciation to all who had the faith, support, and trust in him by allowing him to chair the committee responsible for the new headquarters building. In Chuck’s words, “That building has been a longtime dream of mine and a personal goal that has finally been achieved. I believe we can all be proud that AMA has come from a few small offices on 10th Street in Washington DC to what we now have in Muncie IN.”
On behalf of the members of District IV, I want to thank Chuck for a job well done. I also appreciate all the AVPs, Contest Board members, and contest and frequency coordinators for continuing in their jobs to make District IV a success.
Please welcome our new AVP, Richard “Rick” Moreland, Edgewater MD, to the team. Former AVP Dick Smith has agreed to fill in for Randy Elliott during Randy’s temporary assignment in Thailand.
A local Easter parade ended at the West Hickory Aero Modelers flying field with the presentation of a check to Drowning Creek Fire Department. The money will be used for new equipment. After the presentation, an egg hunt was held for the area children. The hunt was divided into several age groups, and special prizes were found in some eggs. This will probably become an annual event.
I plan to hold mini meetings in Maryland, Virginia, and North Carolina. Any clubs interested in helping with this venture, please contact your District AVPs or VP.
I am also soliciting information and pictures of events in your various areas. After all, this is your column.

AMA News
The Arizona Model Aviators (AMA), of Mesa AZ, hosted the Scale Masters Qualifier—Gun Smoke—March 1-3, 2002. Though faced with some unusually cool and windy weather, Contest Director Austin Goodwin and Event Director Vic Westlund did a terrific job of organizing and conducting this event.
On March 30, 2002, the AMA club hosted their semiannual model auction. This year, event organizer Gar Agle was successful in obtaining the help of two professional auctioneers to assist the club announcers in orchestrating the bidding process. The professional auctioneers volunteered their time and talent, making the AMA spring auction a huge success.
March 23-24, the Arizona Model Pilots Society hosted the Spring 2002 One Eighth Air Force Fly-in in Phoenix AZ. Dozens of pilots from around the Southwest attended the annual event, held each spring and fall, and hosted each year by a different Phoenix Metro area club.
