IN THIS ISSUE you will find important
rules-change information. As you know, if
you’ve been following along, we complete
the initial vote on all basic proposed rules
changes at the end of February. The voting
has now been tabulated and the results are
published here for your information.
Proposals that pass this initial ballot
will go forward to the final vote unless a
cross-proposal is voted on favorably
instead of the original proposal (more on

cross-proposals later). For a proposal to
pass it must have obtained an affirmative
vote of at least 60% of those who voted. A
tie is the same as a failure. I encourage you
to review the voting results.
The next phase of our Rules Change Cycle
is what is commonly referred to as the
Cross Proposal Phase. If you’ve been
reading my columns recently you will have
noticed many references to this phase and
instructions for it.
Cross-proposals are proposals that are
an alternate means of accomplishing the
objectives of an (already submitted) basic
proposal that has passed the Initial Ballot.
Cross-proposals may not be used to
introduce new rules changes or to
reintroduce proposals which were defeated
in the Initial Ballot.
We are currently accepting crossproposals.
Cross-proposals must be
postmarked by July 15, 2003, to be
considered. Proposals received after that
postmark date will be returned to the person
who submitted it.
Please remember, if a Basic Rules
Change Proposal did not pass the initial
vote, a cross-proposal may not be submitted
for it. Cross-proposals that have already
been submitted for basic proposals that have
failed the initial vote will be returned as
well. All cross-proposals will be published
in the November issue of Model Aviation.
The Rules Change Cycle can be confusing.
