Presidents PERSPECTIVE TF Bureaucracy Pain dont know anyone hasnt complained about bureaucracy time another isnt license bureau its school system building permit system zoning commission utilities board whatever agency must deal seems larger organization bureaucratic becomes Some parts government have made bureaucracy virtual art form governmental agency level cannot considered bureaucracy havent dealt yet However government doesnt have corner market comes bureaucracy may realize bureaucracy inherent part organizing anything minute rule made bureaucracy created administer Most us think bureaucracy being people forced deal reality people bureaucracy system rules govern actions people Part problem bureaucracies become self-perpetuating As organization grows finds itself needing more rules govern itself As rules created people entrusted administer rules become less less willingor ableto make decisions covered rules Instead hand off some other department figuring might have rule apply problem department doesnt have rulewell get idea Eventually either find someone willing stick his/her neck out make decision complain someone further up bureaucratic chain usually can solve problem proposing anotheryou guessed itrule sounds much simple actually person can help forced deal whole lot bureaucracy order get new rule place Virtually organization has rules must followed order make new rules Academy Model Aeronautics certainly immune phenomenon fact some would say AMA has nearly perfected As president members assume have deal bureaucracy can simply snap fingers get things done Well regret inform too must deal probably ways members Quite often member will contact problem blames either staff bureaucracy problem really result technological advancement got letter just today early March frustrated member really upset staff hasnt able act simple request Its unreasonable request appears deceptively simple wrote doesnt have time read Model Aviation magazine wants subscription sent particular school library Simple enough would seem until try computer system have doesnt have mechanism redirect magazine anyone other member system designed wasnt circumstance anyone considered After thinking about quite think have figured out way outsmart system accomplish am sure will work upsetting accounting system integrated system such have sometimes trying outsmart system will have unwanted consequences elsewhere try solve members problem Ill have deal least three levels bureaucracy nature organizations have proper safeguards frustrating have deal bureaucracy alternative expose organization criticism based its insufficient safeguards protect last Executive Council meeting someone asked policy requiring competitive bidding purchases dont pointed out government requires such policy purchases exceeding certain amount Well arent government dont consider government example fiscal efficiency now subject has come up might just have consider After its just layer bureaucracy 4Till Next Month Dave Brown AMA President dbrown@dbproductscom June1998 7
