held leaders local RC clubsthe Tucson International Modelplex Park Association TIMPA start long journey highs lows Bob drew plans made three-dimensional model facility envisioned As planned project would need square mile land estimated cost would exceed million dollars Early Pima County Parks & Recreation Department offered large site eight miles east Tucson offer came caveat friction between clubs would void offer group made pledge displace other However possible radio interference nearby club An offer made club host declined county withdrew offer location Two members Old Pueblo Flyers OPF members TIMPA hoard directors researched land held BLM Bureau Land Management state Arizona city Tucson remembered city-owned site eight miles town met city real estate manager several times much earlier OPF site Another meeting led offer city fell through expanding full-scale airport nearby commercial development around made site unsuitable found third site retired restless driving around looking possible location city owned Because Tucson located Great Sonoran Desert water short supply city purchased 51 square miles farmland 1970s water rights agreement included provision land could never again used farming commercial use However could used recreation discovered gem 160-acre former cotton farm brick house 40- x 100-foot steel barn parcel no urban encroachment power telephone lines place small family-sized well went city learned land could leased TIMPA could meet citys criteria included state incorporation nonprofit organization Internal Revenue Service approval 501c3 nonprofit organization management plan use projected income sustain operation AMA site insurance Another setback occurred Bob Cousins leader source inspiration died heart attack Mike Osier called considered project worthy its long-range plans left up us reach deep pockets times keep project afloat city requirements order met city council members first time council meeting June 1995 TIMPA awarded $1 -per-year lease Tucson International Modelplex Park excited long days later informed lease changed require thousands dollars per year rent panic made calls councilmen got 20year lease $20 per year project just beginning city owned land county controlled Eighteen departments approve everything wanted site required complete set blueprints Some departments required things other departments prohibited July 1 1995 lease keys permits Joy again important thing did before starting build take decibel readings edges property though nearest neighbor 1/2-mile away used loudest unmuffled airplane could find tests recorded readings 50 decibels propertys boundary future reference long after runway paved noise complaint defeated because data Clubs homework prepared have
